Primarily, a cowl is a kind of ventilator, when one is installed it will help ensure that the flue has a proper up draught and will also to prevent down draught which sends smoke back down the flue and into the kitchen or room wherever the hearth is.
Another function of a cowl, and a cap is to prevent debris from falling down the chimney.
